Functions

Functions of the State Department for Public Investment & Asset Management ;-

  • Formulate, review and coordinate policies, laws and regulations to strengthen Public Investment Management across government.
  • Design, develop and maintain an efficient, effective and reliable Public Investment Management Information System (PIMIS).
  • Develop standards, methodologies and tools for the appraisal of project concept notes, pre-feasibility and feasibility studies.
  • Provide strategic advice on managing high-value public investments and monitoring associated risks.
  • Serve as custodian of National Government assets and properties.
  • Consolidate, maintain and report on all government assets and liabilities to the Accountant General.
  • Collaborate with the Public Sector Accounting Standards Board (PSASB) to develop and enforce guidelines for asset and liability management.
  • Administer the scheme of service for Asset Management Officers.
  • Drive reforms aimed at improving the efficiency, competitiveness and governance of Public Enterprises.
  • Coordinate and oversee State Divestiture Programmes.
  • Formulate, review and administer PPP policies, regulations and frameworks.
  • Provide oversight and strategic guidance on PPP projects across government entities
  • Develop and oversee the National Pensions Management Policy for public officers.
  • Develop and implement public procurement and asset disposal policies, regulations and guidelines in line with the Public Procurement and Asset Disposal Act (PPADA).
  • Standardize procurement processes, documentation and reporting across government.
  • Administer the framework for the procurement, disposal, administration and management of common-user items.
  • Oversee the transition to e-procurement across Ministries, State Departments and Agencies.
  • Assist procuring entities in preparing and implementing procurement plans aligned with national priorities and objectives.
  • Provide training, capacity building and technical support to procurement and asset disposal officers at National and County Government levels.
  • Oversee procurement and supplies officers in MDAs to ensure compliance, transparency and efficiency.
  • Guide public entities on the disposal of unserviceable, obsolete or surplus stores and equipment.
  • Promote transparency, accountability and public confidence in public procurement and asset disposal systems.
  • Oversee the management system for procurement and asset disposal across National and County Governments.
